The PAcT kit was developed by the National Counter Terrorism Security Office (NaCTSO) with critical input from medical experts and first aid professionals. On July 31st, Manchester City Council, in partnership with Steroplast Healthcare and CityCo, distributed 180 PAcT kits across venues throughout the city as part of an initiative to address the care gap during emergencies.

This initiative addresses the "care gap" – the crucial period between a serious incident, such as a terrorist attack, and the arrival of emergency services.
