In response to the tragic events at the Manchester Arena in 2017, the UK is preparing to introduce Martyn’s Law. This legislation, named to honour Martyn Hett and the 21 other lives lost, is aimed at strengthening security and emergency response measures in public venues across the United Kingdom.
Martyn’s Law, also referred to as the Terrorism (Protection of Premises) Bill, distinguishes between 'standard tier' venues with a capacity of 100-799 and 'enhanced tier' venues with a capacity of 800 or above, setting out different security, safety and preparedness guidelines for each.
Minimising the ‘care gap’ is the central aim or commitment of Martyn’s Law. The ‘care gap’ refers to the critical period of time before professional emergency response services can arrive on a scene to provide treatment to casualties who have fallen victim to an incident.
Martyn’s Law will require certain businesses, venues and publicly accessible locations to implement and manage increased safety measures. These measures include risk assessments, providing training, and installing additional safety equipment. Additional equipment may include kits such as the Public Access Trauma (PAcT) First Aid Kit and, in some cases, triage management systems like the Smart Triage™ First Response Kit to empower untrained members of the public to respond and provide assistance in the event of a terror attack, effectively narrowing the gap between an incident occurring and professional help arriving.
